esf: a partner to tackle the crisisThe European conference held 3rd and 4th December 2009

The goal of the conference held in Dijon the 3rd and 4th December 2009 was to discuss how the European Social Fund has contributed to tackling the economic crisis. It was organised by the French Ministry of the Economy, Industry and Employment, in collaboration with the European Commission, the Burgundy Regional Prefecture, the Burgundy Regional Council and the City of Dijon.

The conference was attended by Ms. Lenia Samuel, Deputy Director General of DG Employment, Social Affairs and Equal Opportunities, European Commission, and Mr. Bertrand Martinot, the French Delegate General for Employment and Vocational Training, and gathered 350 participants from 18 European Union Member States, including representatives of public employment and training services, social partners and representatives from business circles.

Plenary sessions and thematic forums drew up a first overview of the initiatives taken in 2009 to tackle the crisis using the European Social Fund to create more job security, to improve access to qualifying training, to promote entrepreneurship and to provide support to vulnerable people.

The conference began with a first overview focussed on the exceptional measures the European Social Fund took in 2009 in France to safeguard employment.

Forum 1: Investing in training, key for the future
The ESF supported employee training by enabling some crisis-impacted firms to get through, but it also got mobilised to prepare the post-crisis period by supporting the development of the jobs of the future.
Forum 2: Supporting and redeploying employees affected by the crisis
During the crisis, the ESF supported partial unemployment and training measures the help workers and enterprises to adapt to economic changes by aiding measures focussed on improving job security and aiming to retrain employees.
Forum 3: Supporting business creation and transfer
Despite the crisis, people who want to start their own business were more prone to actually do so, and 2009 marked a record with over 580,000 start-ups. The ESF provided aid to business creation networks to rethink the support they provide and how they intend to occupy the various support phases in the future.
Forum 4 : Facilitating access to employment for those farthest from the labour market by supporting the RSA measure
In 2009, the ESF continued to provide support to the most vulnerable populations as a result of the RSA, which was implemented under the responsibility of the General Councils. Forum speakers reviewed the experiments that were supported by the ESF prior to the measure being mainstreamed.
